The CDE briefing on 13 May focused on the current operational environments in which EOD and Search / Detect operators work and outline the technical challenges faced in locating and defeating Improvised Explosive Devices (IEDs). **Please note that due to the huge response to this call (which closed on 7 June), the decision conference, previously advised as on 21 June, has had to be delayed one week uintil 28 June.** Whilst Defence activities are known primarily for their physical effect upon the real world (RW), there is increasing interest intheir ability to create effects, by means of military influence activities, in the cognitive domain, often described in terms of the 'battle for hearts and minds'. Whilst capabilities to analyse and understand human behavious and attitudes do exist, these have focused on people in the physical world: there has been relativelylittle emphasis on how behavious and attitudes are revealed and can be shaped by, online activity within the 'new media'. Cyberspace thus represents a new and challenging area of research for human and social scientists and as a domain within which Influence can be exerted. This seminar launches a call for research (closing 7 June 2010) to explore how human and social behavious is manifest in the virtual worlds of cyberspace.

EXTENDED TO 0900 ON 31 MARCH 2010. When operating in sandy or dusty environments, interactions between rotor blades and particles stirred up by the rotor downwash can give rise to a phenomenon frequently referred to as scintillation although other names such as "the halo effect" are also used. Potential causes have been postulated including triboluminescence, chemiluminescence or electroluminescence but little formal research has been conducted. Proposals are invited which will investigate the physics of this phenomenon and propose credible means to eliminate it.

The MOD is seeking proposals for innovative ideas and solutions to allow the UK Armed Forces to deliver non-lethal effects in current operational situations, thereby allowing a graduated response to suspicious or threatening persons. This could involve confronting suspects approaching on foot, or those who may be using a vehicle, or those operating within a crowded place. A flexible set of non-lethal options will allow UK forces to deal with these challenging situations, minimizing (ideally avoiding) any impact on bystanders or other collateral effects, and reduce the risk of inadvertently using lethal force. Solutions are required for use by the UK Armed Forces on current operations in a variety of situations from foot patrols through to deployment at fixed military installations. They should be able to deter people from approaching when instructed not to, to disrupt enemy ability to monitor friendly force activity, and to stop or physically detain people if needed.

The MoD is seeking innovative research in the area of Battlefield Medical Technology, where Technology is defined in the broadest possible sense as "the application of practical sciences to industry or commerce, the methods, theory and practices of such application and the total knowledge and skills available." It is likely to focus on the current military medical priorities of Quality of Survival, Battlefield Analgesia and Medical Force Protection. Any developments in this area should consider their effects on Theatre Medical Sustainment which seeks to provide and sustain medical support to deployed forces in theatre through the optimisation of casualty evacuation and treatment timelines, and the provision of appropriate treatment facilities, medical equipment and supplies. This call is being developed by the Defence Technology and Innovation Centre, Surgeon General, the Assistant Chief of Defence Staff Health, the Royal Centre for Defence Medicine and the Medical Logistics division.

The CDE, on behalf of the Ministry of Defence, is hosting the launch of the Armour and Protection Science and Technology Centre (A&P STC), which aims to promote fundamental research in support of armour development. The A&P STC, led by the Defence Science and Technology Laboratory (Dstl) Porton Down, will seek to create and develop an enduring UK-wide armour and protection research community. Intelligence, Surveillance & Reconnaissance (ISR) imagery systems generate high volumes of data, ranging from high resolution digital images to Full Motion Video (FMV) products, which require significant operator effort to fully analyse and exploit. There is therefore a need to develop automatic and semi-autonomous tools / techniques to assist in the processing & exploitation of imagery data in high-data throughput environments. Such tools / techniques should ease operator workload across the full range of their activities which may include image registration, cueing of targets of interest, feature extraction, recognition & identification of targets, archiving / retrieval of products etc and be capable of being applied within existing ISR systems and standards.

Following the success of the previous Student Autonomous Underwater Challenges – Europe (SAUC-E), the planning for the 2009 event is well under way. SAUC-E challenges the next generation of engineers to design and build an Autonomous Underwater Vehicle (AUV) and then perform realistic missions in the underwater environment. The physical burden on our dismounted soldier is significant and innovative solutions are sought to reduce it dramatically. Personal protection (including body armour and helmets) is a major contributing factor to the load carried by our troops and this call will seek novel lightweight solutions whilst maintaining a high level of physical protection. While reducing weight is the prime objective, solutions that signficantly reduce the burden by reducing heat stress or improving ergonomic factors such as load distribution, flexibility and reduced bulk, are encouraged. This is part of the "Reducing the Burden on the Dismounted Soldier Capability Vision.

The Capability Vision – Reducing Dependence on Fossil Fuel seeks to utilize technology to significantly impact the amount of fossil fuel Britain’s Defence Forces use. The CDE event on the 21st May will explore a particularly challenging part of this problem – that of allowing forward bases to operate effectively while minimising / removing their need for a fuel supply chain. Such a concept presents a significant technological challenge but offers major military operational benefits and reducing vulnerability of the logistics tail. DTIC will seek, through the CDE, ideas and technology that could either reduce the energy requirements of a base or provide alternatives to the diesel generators. Any alternative power systems must provide a similar level of electrical power, with the same degree of robustness / resilience, and remove the logistics burden of transporting fuel to the base. There must be no compromise to the effectiveness of the operations. One solution to this may be the generation of bio or synthetic fuels for military use from resources within the local environment of a base. This aspect will be discussed by the Defence Fuels Group. If successful the outcome of this work could lead to a concept demonstrator.

MOD is conducting research to ensure that air defence weapons & systems are capable of dealing with the evolving threat from aerial systems. The key issue is to be able to deal with an increasingly wide range of threat systems from rockets, mortars, artillery and UAVs. The CDE will host a seminar that will describe and discuss Persistent Wide-Area Surveillance (PWAS), which is to be the first subject under the MOD’s High Impact Rapid Implementation Demonstrator (HIRID) programme. The PWAS HIRID is expected to run for 3 years with a total budget of approximately £10M. It will pull through high risk, high pay-off technologies to in-theatre operational demonstration and assessment. The Government has launched a Green Paper which marks the formal consultation on equipment, support, and technology for UK defence and security. The consultation, led by the Ministry of Defence and the Home Office, will cover a range of issues including national security, working with other countries, exports, small and medium-sized enterprises, and cyber security. This is the first time these issues have been considered together from both defence and security perspectives. The Green Paper 'Equipment, Support, and Technology for UK Defence and Security: A Consultation Paper' provides details of the consultation, which will last for three months commencing in Jan 2011 and ending 31 March 2011.
